Hiring from abroad in 2026: what employers must show

Free

Short answer

Employers applying under the 2026-2028 decreto flussi need ATECO 2025 codes, a job-centre check for non-seasonal roles, minimum income and a digital contract within eight days.

Information, not legal advice. MovItaly is not a law firm. Check with the questura or consulate before you act.

As of 20 October 2026 (official sources checked; not yet editor-verified).

Who is this for

Workers who want to understand what their future employer has to prove, and employers.

Requirements reported for 2026

  • ATECO 2025 activity codes in the application.
  • Non-seasonal roles: prior check with the Centro per l'Impiego. If it does not reply within eight days, no local worker is presumed available.
  • Employer income: about EUR 30,000 in general; about EUR 20,000 or 27,000 for domestic work, with possible integration from relatives up to the second degree.
  • Certification (asseverazione) by a labour consultant or accredited employer organisation, with exceptions.
  • Residence contract signed online within eight days.

Steps

  1. Ask the employer who is preparing the file.
  2. Ask for a copy of the submitted application receipt.

Costs & timing

Fees depend on the case; see the Ministry circular.

Common mistakes

A missed step can lead to rejection. Ask what has been done.

Where to get help

Ministry of the Interior, a consulente del lavoro, a patronato.

TO VERIFY: thresholds and exceptions against the interministerial circular.
